Dear Mr. Whitte:
STATE CAPITOL
BOISE 83720-1000
April 1.4, 1.993
Thank you for your letter stating your support for
Congressman LaRocco's wilderness bill.

When I was Secretary of the Interior I worked with people of
many viewpoints when addressing issues that concern the
preservation or use of natural resources. In 1.987 Senator James
McClure and I tried to find a middle ground on the wilderness
issue. This process required give and take, and although it was
not easy, we both believed a compromise was a better alternative
to leaving the question of the roadless areas to lengthy and
expensive litigation in the future, litigation that most likely
will make no one happy in the end.
With the demise of the legislation that Senator McClure and
I proposed, there were attempts by the major interest groups in
Idaho on all sides of the issue to develop their own compromise.
These participants found it exceedingly difficult to develop a
compromise and have learned that the process is not easy. We now
have the Idaho congressional delegation working on a wilderness
proposal, and Congressman LaRocco has initiated what I think is
an acceptable first effort at a statewide wilderness bill. There
will be some adjustments, but much of it will stand in the final
version.
With best regards,

Message: He and a lot of other people agree that we need to
protect what we have left of old growth forests and wildlife
corridors. He supports LaRocco's wilderness plan because it adds
places like Long Canyon to the wilderness area. The loggers will
eat up whatever they are given in the bandaid approach. If they
had free rein to log old growth forests they would soon be back
in the same boat looking for more, and we would be without old
growth forests and the habitat they include.
