Thank you for your letter bringing me up to date on the proposed
Neighborhood Development Proqram in Boise. I have written
the Secretary of H,aus ing and Urban Development to ask that this
material be considend along with the other evidence accompanying
the funding application. When a reply ts fonhcoming, I shall
forward It on to you promptly.
The reason I suggested in my lett• of MarCh Srd that you make
your wtshes known at the pubUc hearing is that the Congress
has speclfilly provtd41d for grass roots decision making in the
Neighborhood Development Program. The Housing and Urban
Development Act of 1968 provides, tn part:
"No appllcation fc. flnanclal assistance 1n planning
and canytng out a Neighborhood Development Prognsm
shall be approved by the Secretary unless - (1) the
governing body of the locality, has , by resolution
or ordinance, aproved the proposed pr-ogram and
the annual increment covered by the appllcatlon and
authorized the ftlino of the appltcatton for financial
ass tstance • • • "
In othar words , the decision as to wheth• to make application fc.
Federal funds ls entirely at the lool level. There is no provision

force a project upon a community. It was thought that generally
the local governing body would be more responsive to community
demands than officials in Washington would be.

however, I can tnsure that your comments are heard and that the
funding application meets the speclficaUons of Federal law.
