FIVE-YE.l\R GREEN BELT AND MUNICIPAL GOLF COURSE PROGRAM
This report and the enclosed exhibits represent Staff estimates of a fiveyear
program to develop the Green Belt along Boise River and to establish
tte Municipal Golf Course at the easterly end of this development. The
proposed program suggests that Boise City be placed on a five-year program
of the State Land and Water Conservation Fund Act which is administered
by the State, and that the five-year program will be in harmony with the
City's six-year Capital Improvements Program. This will necessitate
encumbering the 1967 funds at the end of 1967 with actual expenditure
after January of 1968 when the actual five-year program begins. This
will insure participation on eligible funds from the beginning. It is
also understood that the City is attempting to be placed on the program
to use monies from the Secretary's Contingency Fund, thus permitting the
total development to take place aside from the State's annual allocations.
The exhibits presented are as follows:
Exhibit A:
This information gives a concept of the overall program.
Exhibit B:
This information gives basic data on the situation as it
exists today along the Boise River.
Exhibit C:
This exhibit includes the Staff estimate of the Green Belt
development and acquisition program on a yearly basis. It
is noted that the Golf Course is included in this exhibit,
but it separated from the remaining program for clarity in
the presentation (two parts).
Exhibit D:
This exhibit is a bar chart indicating the amount of expenditures
required for each year of the program and an indication
of the impact the matching funds will have on the total.
Exhibit E:
This exhibit is an overall map of the area encompassed within
the development. It also indicates in a general way the
locations for major parking and picnic sites along the
Green Belt itself.

It is noted that approximately $55,000 was allocated in 1967 for neighDorhood
park and Green Belt acquisition and development, That portion
wnich has been earmarked by the Park Department for neighborhood park
acquisition amounts to $35,000 for a site on Cassia Street. Since negotiations
have progressed to a point where it appears that this acquisition
is timely and important, the Green Belt and Golf Course Program does not
i~volve itself with this money. The remaining $20,000 is shown as
Exnibit C in terms of the projected expenditures. Although a rather
swell amount is being used in 1967 for the purposes envisioned in the
total program, the work to be accomplished will set the guidelines for
the remaining five years of development which will take place.
It is again e~phasized that the program is on an estimated basis, but it
is also believed that the figures are realistic and within the proper
context. It is also noted that with the development of the Green Belt
and the specific design which will be forthcoming, certain new streets and
public improvements must take place to make the total Green Belt program
workable. The present submission does not take the total ramification
into consideration, but it is deemed that the development of the Public
Works' six-year Capital Improvements Program and Budget will further
refine the necessary information mentioned.

G?.EE!: BSLT A:w HIJHCIPAL GOLF COURSE CONCEPT STATEMENT
A ~ree~ Belt along the Boise River was first officially proposed during
1964 as a part of the Boise City Comprehensive General Plan. Considerable
plsr.r:~ng effort has since taken place to make this sizable effort a reality.
In l966, proposals for an 18-hole MUnicipal Golf Course emerged and a site
was selected o~ the east end of the proposed Green Belt.
?ro~ the standpoint of the Green Belt itself, the Golf Course will provide
sr. anchor on t~e most easterly end and will further enhance the easterly
er.tYance to Boise City along the proposed relocated route of State Highway
2~. =nis large development (approximately 120 acres) will allow access
snd the multiple use of the Boise River banks for bridle paths as well as
p~cnic sites and beaches.
Tne Green Belt will safeguard the Boise River throughout the length of the
City, developing it into a major recreational facility. It is deemed to be
very important in terws of its stated objectives of protecting the Boise
P~ver from pollution and loss of access by unwarranted development. The
Green Belt will give continuity to the existing community parks which
benefit Boise City as well as tying these parks to the Golf Course as a
continual City entity along the Boise River.
Upon completion of this program, the community will have a continuity of
park and Golf Course along the Boise River for a length of approximately
five mileso Picnic grounds are proposed to be located, with adjacent parking,
appyozimately l/2 mile apart along the Green Belt. The width of the Green
Belt will be flexible but wide enough to allow trails, paths, landscaping,
as well as areas of more intense use.
