Dear Susan:
Enclosed herewith is the necessary application form, exhibits, and
information for the requested Conditional Use Permit for the shopping
center proposed by Emkay Development. We are submitting the Conditional
Use Permit Application at this time based upon the parallel or almost
parallel timing and sequential approvals with the re-zone application.
As soon as this permitting process can be completed successfully, we can
proceed directly to the final negotiation stage with major users and
smaller tenants for this center.
As you are aware, we have been awaiting the approval of the revised and
corrected floodway information from F.E.M.A. and the Corps of Engineers.
As soon as the information is available to us, we will provide it to you
as part of this application, and also the re-zone application.
We sincerely want to thank you and your staff for your assistance in
this planning process, all have been very cooperative and have provided
a maximum amount of assistance in this process.

PROJECT SUMMARY
The proposed Regional Retail Shopping Center will consist of
750,000-1,200,000 SF on approximately 60 acres, located at 30th
Street and Main Street in Boise, Idaho. The westerly edge of the
site is bordered by the naturally established Boise River's
environment. To protect and enhance the river a pond will be
developed as a wildlife and fisheries habitat with access to the
greenbelt for public recreation.
Zoning is currently M-1. The request is to change the zoning to
C-2 designation.
The site is fully served by all utilities to accommodate the
Regional Retail Center. Public Transportation currently exists on
Main Street and will also serve the site. The new Broadway
Chinden Connector greatly improves the traffic flow for the
entire area.
