Key provisions to be insisted upon in Senate-House Conference on liild and
Scenic Rivers Act (S, 119 and II. R. 18260):
1. Suggest using House bill as base because of its more specific protective
provisions and its more recent amendment in response to the wishes of
interested Congressmen,
2, Adopt Senate title: "To provide for a national wild and scenic rivers
system.,,"; "(a) this Act may be cited as the 'National Wild and Scenic
Rivers Act of 19681 ; 11 Purpose: to place appropriate· emphasis of basic
objective of the legislation: to keep the Nation's few remaining natural,
truly wild rivers in that wild, untamed state. Rivers can retain their
scenic value with limited development, but they are no longer wild, Obo of the
original purposesof this legislation was to protect the wild rivers.
3, Retain UNALTERED all of Section 2 of the !louse bill, which provides for
State-administered rivers and establishes an absolutely essential
classification system.
